Job Summary

The South West Sustainability Hub (henceforth Hub) is a new initiative, aimed at creating an industry-led membership organisation focused on improving and delivering validated sustainable fisheries (i.e., validation through MSC certification) in the South West of England. To achieve this, the Hub will establish itself as an umbrella ‘client group’, to develop and progress three existing South West (SW) Fishery Improvement Projects (FIPs) (crab and lobster; scallop; monkfish) and launch a new Project UK Round 3 FIP[1], with a long term view to secure Marine Stewardship Council (MSC) certification for more species and fisheries in the region.

The Hub is looking for a Project Manager (PM) to work for one year on the Hub’s scope and aims, aiming to establish it as a standalone entity, with its own membership model and governance structure. The PM will play a central role in the Hub’s development and success, as the association’s sole employee. The PM will work closely with the Hub's Steering Committee and Working Group, as well as the "host" organisation, which will provide the necessary infrastructure to enable a fast, impactful start towards the Hub’s main objectives - set out below.

This is a one-year position, to help set up the Hub, while simultaneously progressing three existing SW focused FIPs and setting up the new Round 3 FIP for the SW Mixed fishery in collaboration with MSC and Project UK.

The Hub is currently only funded for this initial year-long period, by its future initial membership (stakeholders from across the fishing, processing, and retail sectors), the MSC and The Fishmongers’ Company. The PM will report to Juliette Hatchman, CEO of the South Western Fish Producer Organisation (SWFPO), and the Hub’s Steering Committee. The position will be based at the SWFPO offices in Brixham, though significant travel across the South West of England will be required, along with some national and potentially international travel.

Primary Objectives

  1. Hub independence and structure: Work to establish the Hub as a standalone entity (as directed by the Steering Committee), and develop a long-term membership model, governance framework and legal structure.
  2. Determine the best membership funding model: Work with the Hub’s membership to determine the best long-term membership-driven funding model for the Hub.
  3. Stakeholder collaboration: Cultivate a strong working relationship with the Hub’s members and the host organisation to ensure resources and guidance align with the Hub’s mission. Scope and broaden the pool of potential members
  4. Securing market opportunity and delivering verified sustainability: Effectively manage and progress regional FIPs with the goal of achieving MSC certification, establishing the South West as a leader in sustainable fisheries.

Key Responsibilities

1. Hub Development and Strategic Planning

  • Driving progress towards the Hub’s strategic aims, coordinating actions and fostering collaboration among its membership.
  • Develop a roadmap for the Hub’s evolution into a fully independent entity, identifying key actions, timelines, and resources needed to achieve structural and financial autonomy.
  • Design a sustainable funding model, including member contributions, public and private funding opportunities, and partnerships with major industry players.
  • Create a governance framework and potential legal structure to ensure accountability, transparency, and alignment with the Hub’s goals and values.
  • Scope and engage new Hub membership opportunities.

2. Project and Fisheries Improvement Management

  • Lead operational management of the Hub’s improvement projects, overseeing prioritisation, development and progression with the Hub’s Working Group and Steering Committee.
  • Working with industry stakeholders and relevant fishery experts, implement any relevant Action Plans, which defines the project goals, timelines, and milestones to meet the MSC certification criteria.
  • Collaborate with the MSC Project UK Team, to ensure that the progression of the Round 3 Mixed Fishery improvement project is co-coordinated and aligned.
  • Liaise with and oversee the use of external consultants and fishery experts to support the Hub’s fishery improvement projects.
  • Monitor and report on progress, ensuring accurate documentation and sharing regular updates with the Steering Committee, Board and the Hub’s wider membership.
  • When required, manage the process of MSC certification and/or entering fisheries into MSC’s Improvement Program, including engaging with Certification and Assessment Bodies.

3. Stakeholder Engagement and Coordination

  • Act as the main point of contact for Hub members, facilitating communication and collaboration to ensure active member participation and support for Hub initiatives.
  • Organise and host regular stakeholder meetings, workshops, and consultations, to foster collaboration, gather feedback, and address actions within the FIP Action Plans.

4. Communication, Outreach, and Advocacy

  • Represent the Hub at regional and industry events, to raise awareness of the Hub’s mission, goals, and progress.
  • Working with the MSC and Project UK team, prepare communication materials, including reports, newsletters, and presentations, to keep current and prospective members and external stakeholders informed of the Hub’s activities and impact.
  • Foster a culture of knowledge sharing within the Hub by facilitating discussions and creating resources on best practices for sustainable fisheries management.

Qualifications and Experience

Education: Bachelor’s degree in Environmental Science, Marine Biology, Project Management, or related field (Master’s degree preferred).

Experience: Minimum of 5 years’ experience working within the fisheries, seafood, environmental, or sustainability sector. Previous experience with Fisheries Improvement Projects (FIPs) or MSC certification is highly advantageous.

Project Management: Proven track record in managing complex, multi-stakeholder projects with an emphasis on sustainability or environmental outcomes.

Stakeholder Engagement: Demonstrated experience in building relationships with industry stakeholders, government bodies, and non-profit organisations. Strong skills in communication, collaboration, leadership, adaptability, and conflict resolution.

  1. Project Leadership: Ability to manage multiple projects simultaneously, with a strategic mindset and a results-driven approach.
  2. Stakeholder Management: Strong interpersonal and communication skills, with the ability to engage and motivate diverse stakeholders across sectors.
  3. Organisational Development: Experience in building organisational structures, governance models, and funding frameworks to support long-term growth and independence.
  4. Financial Acumen: Experience in budget management and fundraising, with a proven ability to secure and manage funding from multiple sources.
  5. Fisheries and Sustainability Knowledge: Strong understanding of fisheries science, fisheries management, and relevant environmental certifications (e.g. MSC).

Performance Metrics

  1. Hub Independence: Development of a detailed independence plan, and a viable funding and governance model, with clear and achievable steps toward implementation.
  2. Project Milestones: Achievement of project goals for multiple South West FIPs, demonstrating measurable progress toward MSC certification in line with the Action Plans.
  3. Member Engagement: High member satisfaction and active participation in Hub activities, with positive feedback from stakeholders.
  4. Communication & Outreach: Regular, high-quality communication with stakeholders, contributing to increased awareness and support for the Hub’s objectives.

Contract Terms and Benefits

Employment Term: 12-month fixed-term contract, with the potential for extension based on progress and funding.

Hours: up to 40 hours per week; shorter hours may be considered, by agreement

Salary: Competitive salary, based on experience and qualifications.

Pension: 3% monthly salary contribution in compliance with SWFPOs workplace obligations.

Annual Leave: 28 days’ holiday inclusive of public holidays per annum.
