About the Greening Campaign
The Greening Campaign is Hampshire County Council's flagship community climate change programme — a not-for-profit Community Interest Company proudly partnered with Hampshire County Council. We work with communities to mitigate and adapt to climate change, currently supporting 20 communities across Hampshire.
Our work spans five core focus areas: Waste Prevention, Space for Nature, Health Impacts of Climate Change, Energy Efficient Warmer Homes, and Cycle of the Seed. We bring in specialist partners, provide community handrails, and deliver measurable impact — from reducing loneliness and anxiety to building climate resilience.
We are at a pivotal moment. Fresh from a new National Lottery Grant, we are expanding our reach, onboarding new communities, and building the internal infrastructure to sustain high-quality support at scale. That's where you come in.
The Role
This is a rare and exciting opportunity to join a small, passionate team at a moment of genuine organisational growth. As Operations & Programme Delivery Manager, you will be the organisational anchor — providing clarity, structure, and stability across our frontline delivery, partnerships, and leadership.
You'll work closely with the CEO to strengthen systems and processes, manage partner relationships, and ensure our communities receive consistent, safe, and high-quality support. This role shapes how we operate — and by extension, the impact we make.
What You'll Do
Operations & Organisational Development
- Design and implement robust organisational structures, systems, policies, and processes.
- Drive internal consistency through clear procedures, guidance, and operational manuals.
- Identify programme risks, blocks, and issues — and lead on solutions.
- Support the CEO with change management and organisational restructuring.
- Maintain and annually review policies, ensuring supporting systems are active.
Partnership & People
- Manage contracted partners against delivery expectations, noting successes and resolving blocks.
- Build and maintain effective working relationships across teams, communities, and external stakeholders.
- Support recruitment processes and onboarding across the organisation.
- Represent the Greening Campaign externally at events and meetings.
Finance & Funding
- Support the CEO with budget monitoring, financial planning, and sustainability.
- Assist with funding applications, grant reporting, and identifying new aligned income streams.
Reporting, Evaluation & Impact
- Oversee ethical data collection and reporting across the programme.
- Support development of evaluation processes and the annual Impact Report.
- Contribute to building our evidence base — both quantitative and qualitative.
Communications (Desirable)
- Develop the voice and tone of the organisation.
- Lead and oversee the communications strategy and delivery.
- Create and distribute content including newsletters, website updates, and social media.
Who We're Looking For
Essential Experience
- Proven background in operations, programme delivery, or organisational development.
- Track record of implementing systems, processes, and policies within a growing organisation.
- Experience managing partnerships and contractual relationships.
- Experience supporting budget monitoring alongside finance colleagues.
- Demonstrable experience in impact measurement, quantitative and qualitative.
Skills & Knowledge
- Strong organisational, planning, and problem-solving skills.
- Understanding of governance and risk management in community settings.
- Knowledge of ethical data collection and reporting practices.
- Excellent written and verbal communication skills.
- Confident building relationships across teams, partners, and external stakeholders.

- Project or programme management qualification.
- Experience working with volunteers or community groups.
- Background in developing communications strategies.
- Ability to oversee multiple projects or workstreams simultaneously
- Experience supporting recruitment and managing organisational change.
