Looking for an integral role developing the biomass energy sector in Dorset?

We're looking for an enthusiastic team player with significant relevant experience to help deliver increased biomass heat and energy capacity in Dorset, as part of the European Regional Development Fund (ERDF) supported ‘Dorset Low Carbon Economy’ programme.

The post will be based in the Dorset AONB Team at County Hall, Dorchester, and will work closely with Dorset County Council’s Community Energy Team, who are leading on the ‘Low Carbon Economy’ programme for Dorset.

The post will report to the Dorset AONB Countryside Officer, but take strategic direction from Dorset County Council’s Community Energy Team.

The role will be responsible for: providing technical advice and support to SME’s, the public sector and community organisations to stimulate installation of biomass heat and energy systems; create robustness in the supply chain; and support innovation in uses of biomass technology.

Along with technical knowledge of biomass heating and energy systems, project management experience is essential, as are good communication and negotiation skills. You will have experience of European funded programmes.

About the role

Based in County Hall, Dorchester, the Biomass Development Officer will deliver technical biomass advice in support of the SME, Community and Public Sector strands of the ‘Dorset Low Carbon Economy’ programme. This is an ambitious three year programme that will support the adoption of a low carbon economy through the provision of technical advice and financial support. Dorset County Council is the host authority for the programme, with the Community Energy Team responsible for overall delivery. Dorset AONB is responsible for the biomass elements.

The focus of the officer’s work will be:

  • Developing the demand for biomass by increasing adoption of biomass heating and power solutions.
  • Building capacity by working with existing businesses and research organisations to encourage new products and systems into the market.

These objectives will be delivered through:

  • Advocacy of biomass as a viable energy source to a wide audience of businesses, communities and public sector throughout Dorset.
  • Working with Low Carbon Development Officers to advise and support businesses, communities and the public sector to develop high quality Biomass projects for application to the Low Carbon Economy Fund, including providing on-site technical diagnostics and advice.
  • To advise and support applicants on the Low Carbon Economy Fund grants process including eligibility and State Aid compliance requirements through training workshops /webinars and one to one support.
  • Support successful applicants to undertake activities in line with the grant agreement, including development of tender specifications, interpretation of studies commissioned etc.
  • Work with businesses and research organisations to deliver new products and systems that will encourage use of biomass and a timber testing & technology facility.

The officer will also be responsible for ensuring compliance by beneficiaries with ERDF rules & regulations and State Aid and producing quarterly reporting and claims.

The job is largely office-based although requires significant site visits and off-site meetings with beneficiaries and others.

About us

The Dorset AONB Team is a team of 6 core officers working for the AONB Partnership, and project officers recruited as required. The Partnership comprises Natural England, Dorset County Council, West Dorset District Council, Purbeck District Council, North Dorset District Council and Weymouth & Portland Borough Council and various representatives of landowners, farmers, tourism providers, local communities and the conservation sector. The team is funded by Defra and the Local Authorities above.

The Dorset AONB Team is hosted and line managed by Dorset County Council, and is situated within the Environment Service in the Environment & Economy Directorate.

About you

You will have experience of giving technical biomass heat and power advice and support as well as the requirements of successfully delivering a European funded programme. You will have excellent project management, written and verbal communication skills, and are able to relate to and influence diverse audiences. Ideally, you will also have had experience of partnerships and partnership working.
